Two City of Moncton taxi licences: driver vs owner

Taxis in Moncton are regulated by the City under By-law L-622 (Taxis, Limousines and Vehicles for Hire), in effect since January 1, 2023. The City issues two different licences, often called taxi permits:

  • Taxi Licence (driver): lets you drive a taxi. It focuses on you as a driver: your driving record, training, language skills and background check.
  • Taxi Owner Licence: covers the vehicle. It is held by the person who owns the taxi and focuses on the vehicle's registration, age and insurance.

If you drive a vehicle owned by someone else, you need only the driver licence. If you own and drive your own taxi, you need both.

How to get your Moncton taxi licence, step by step

  • 1. Start the longer items first. Register for the National Standards taxi driver certification and request your language evaluation from the Government of New Brunswick.
  • 2. Gather your vehicle documents (owners only): New Brunswick registration for a vehicle under 10 years old and a $2 million insurance policy in your name.
  • 3. Get the time-sensitive documents last. Your driver's abstract and your driver criminal record check must be dated within 30 days of applying, so order them when everything else is ready.

Do I need a permit to drive a taxi in Moncton?

Yes. Every taxi driver in Moncton needs a Taxi Licence (often called a taxi permit) from the City of Moncton, issued under By-law L-622. The vehicle you drive must also be covered by a Taxi Owner Licence held by its owner.

What is the difference between a taxi licence and a taxi owner licence?

The Taxi Licence is for the person driving: it checks your driving record, language skills, training and criminal record. The Taxi Owner Licence is for the person who owns the vehicle: it checks the vehicle registration, the vehicle’s age and the insurance. If you own and drive your own taxi, you need both.

How much does a Moncton taxi licence cost?

The City of Moncton fee is $110 for a Taxi Licence and $110 for a Taxi Owner Licence. Other documents cost extra: about $55 for the RCMP criminal record check, about $20 + HST for a driver’s abstract and about $60 + HST for the language evaluation. Fees can change, so confirm with the City before applying.

Do I need to speak both English and French?

No. You need a New Brunswick certificate of oral proficiency rated at least Basic Plus (1+) in English or in French. One language is enough.

Can I apply before I have my language certificate?

Yes. According to the City of Moncton, new applicants have one year to obtain the language certificate.

How old can a taxi vehicle be in Moncton?

To get a Taxi Owner Licence, the vehicle must be registered in New Brunswick and be less than 10 years old.
